Personality:
Fluttershy is overall, a timid sort of pegasus pony that prefers taking care of animals rather than doing a bunch of air acrobatics. This works out well for her, considering her cutie mark clearly shows her place to be is taking care of woodland creatures. She often has a hard time expressing her opinion because of this timidity -- often being overlooked because she's not assertive enough to get her thoughts heard over her louder peers. For the most part, this does not seem to bother her too much, and her friends don't overlook her intentionally. There has been at least one instance in which Fluttershy sought to overcome her timidity and become more assertive. This lead to her becoming overly assertive -- bordering on being an outright bully, and once she realized it she reacted by locking herself away from her friends so she couldn't hurt them. It's safe to say that through this experience she grew a bit and is better able to assert herself when she really needs to -- but she is still by far very, very timid.
This timidity lends to her easy to spook nature. It's easy to call her high strung as a result. Though she is a pegasus, and can fly, if she were to succumb to fear as she often does it has more than one rendered her unable to fly causing her to plumet out of the sky and to the ground. This fear is often played for laughs in the show, but her friends are shown to comfort her most of the time despite their collective exasperation when her fears hinder her abilities to continue on in a situation. She has a tendency to reflect her own fears on others as well, shown by a particular instance in season three where she is worried her animal friends will be terrified of helping Twilight practice her magic. In the end the result is quite the opposite -- the animals enjoy it and are quite excited for the next lesson. Fluttershy on the other hand is cowering in Spikes arms, or hiding behind her hooves in fear for her animals' safety.
As the embodiment of kindness, a lot of Fluttershy's actions reflect on this nature. Fluttershy's all encompassing love and compassion for all animals is literally the best example of this kindness. It's not only the soft and cuddly animals that Fluttershy's mothering nature comes out for but even for the caly and scary sorts up to and including Dragons, despite her own paralyzing fear of the adult version of the animal. She is very painstaking about caring for these animals, and though this kindness is well intentioned it does not always lend to a positive result -- though this is rare. Due to her lack of knowledge about Princess Celestia's avian pet, Fluttershy fails to realize the animal is phoenix and cannot figure out why nothing she does helps the animal while it's in the process of "dying" to be reborn. In the end, Fluttershy learns a very valuable lesson regarding keeping her eagerness in that area in check. This caring and mothering attitude does not only happen with animals. Fluttershy also cares about her friends a great deal, and exerts quite a great deal of effort to help them in their times of need.
On the flip side of this kind, timid and somewhat fearful pony there are the few times she has lost her temper -- which has been shown to sometimes be "explosive" -- at least for Fluttershy. It's not possible to say she's incapable of frustration and anger, as she does display these emotions from time to time -- it just takes a long, long time to chip away at her calm, timid outer personality in order to get her to react this way. The two primary examples of this anger are when she loses her temper at Discord's antics after trying the entire episode to befriend him. It can also be said, however, that this moment of anger is planned in order to show Discord that he does actually value her friendship enough to do something she asks of him. The other, most extreme example would be the time she lost her composure at the Grand Galloping Gala when she could not manage to befriend the animals of the gardens.
Over all, Fluttershy is a kind-hearted, timid ("scaredy cat" would be a good name for her), and gentle pony that genuinely wishes the best for others and her friends, while doing her best to help them -- as well as care for her animal friends.

The building was small and full of things that Fluttershy had no idea to use, but with a look of determination firmly planted across her face, the pony made it a point to clean up the vacant shop from top to bottom. Of course, it had gone a lot faster than doing it by herself thanks to the animal help she was getting from the animals from just outside of the city.
One particularly ambitious squirrel brought over a duster and held it out to Fluttershy who was eyeing a particularly strange looking device. The squirrel tapped the duster against her hoof twice before the Pegasus pony finally realized that the animal was there. "Oh! Why thank you, that's very kind of you. It's just what I was looking for!"
Fluttershy bent down and took the handle of the duster in her mouth and proceeeded over to the nearby counter, hopping up onto her hind legs in order to begin dusting the surface of the counter off. It had all been a lot of work, but the shop was finally starting to look clean enough to use again. She idly wondered just how long it had gone unused. Putting the duster down once again, she backed up to look at her work as her little squirrel friend hopped up onto her back.
"There. I think that looks quite nice, don't you?" The squirrel chittered positively in response. "It would be a lot easier if I had Applejack's help.. but maybe with a little work we'll do okay." At the very least, the whole idea of running a shop kept her from thinking about how lonely she was in this city full of "humans" without her friends.
